It means we have eliminated all errors that are detectable by web accessibility evaluation tool, but our dedication does not end there; we went through every phtml file making sure the markup in our theme is of semantical and structural and that all accessibility pitfalls found in Magento Default, Modern and Blank themes that can only be checked by human eyes, are fixed.

The reason we do not claimed our theme WCAG 2.0 Level AA Conformance is because: 1) The theme does not passed WCAG 1.0 [Priority 2] (Checkpoint 3.5) and WCAG 2.0 [Priority 2] Section Headings:SC 2.4.10 ; 2) Magento cannot work with Javascript turns off.
